Inbound Delivery blocked for billing

Hello everyone,

WHile trying to create an invoice ( free of charge) WRT an inbound delivery , an error Document is blocked for delivery is being logged .

I have checked the inbound delivery and I could find no block .

Can any one suggest what could be the reason for this error
