You can create upto 999 segments in a cycle. However , you should always try to reduce the number of segments or arrange them in different cycles keeping into consideration the runtimes and the user friendliness.
999 (see SAP note 504720). But in order to prevent performance issues SAP advises not to use more then 50 - 60 segments per cycle - in particular if the cycle is iterative.
