Jackson,
With NW7.0, you should use the NetWeaver Administrator (NWA) to deploy your application instead of Web Console.
Have a look here: [Administration of Mobile Components|http://help.sap.com/saphelp_nw2004s/helpdata/en/e2/2e834014d26f1de10000000a1550b0/frameset.htm]

Jackson,
Check the Deploying Mobile Components on the Server section in the link I posted above.
Also check this [link |http://help.sap.com/saphelp_nw2004s/helpdata/en/a3/583aef1baa6d42b22bedcb4dec5db9/frameset.htm]and refer to section Assignment of Mobile Components to Users
Also the note you mentioed is not a pre-requisite to deploy applications via NWA. If yoir application connects to a peripheral device then in that case you need the drivers and they have to be installed via NWA as per my understanding.

Jackson,
Steps are clearly mentioned in the links I gave earlier but if I can summarize they are as below:-
1. Create a WAR file for you project from NWDS.
2. Deploy that WAR file through NWA to the middleware server.
3. Assign the application to user and sync to get it.
So which step are you stuck at?
