while hiring action why infotype 0002 should come before infotype 0001?

i think ur following internal number ranges

when u hire an employee first u get 0000 actions where u define the employees ES PS OS so next u need to update his personal data we can configure like this also 0000 0001 0002 no issues if we go 0000 0002 0001 but all these three infotypes will contains TC 1 that is common in these

According to my experience this is decided purely as per the client's requirements and technically the sequence does not make any difference.
