I don't have experience in relocating these archive files from table but with the experience of relocating the data from table SOFFCONT1 below are my comments
This is similar to that of relocating the data from SOFFCONT1 table. For SOFFCONT1 table there is a SAP given report helps in relocating into different storage location.
Your scenario looks to be similar to this. If so then defining a custom program to relocate it will be helpful.
Basis configuration are create content repository and assign to content category.
Custom report selection criteria should have source category (will the category of content repository that is helping to store archive file in table) and target category. The report should be run in the background when large volumes of data are converted.
Also check this report "RSIRPIRL" which is similar to your requirement.
Next challenge will be to access the relocated archived data. Because the link between archived data and physcal location will be disconnected.
