How to create role by using T-Code pfcg

I have created role maintain by using T-Code 'PFCG". I want to add "User ID" in this role but it has not add button. Could you help me please?

if you have sufficient authorisation to assign the role then is this a child CUA system by any chance?

You need required authorization to do it.

assign yourself SAP_ALL profile, if it is development system.
