Check the maintained rules for the appropriate ILM object.
If ILM object HRPA_ADRS does not have this "ILM Action" option, than check whether there is at least one live policy and within this live policy one rule, where also the ILM store is maintained.
I attached a screenshot (from tr. IRMPOL) from an internal SAP System, where live policy and rule exist for ILM object HRPA_ADRS, but "ILM Store" field is empty.
You can check these settings in tr. IRMPOL.
So maintain also ILM Store in the rule and check "ILM Action" option afterwards in write program.

However, the settings you mention in my case are set, so the problem occurs somewhere else.
I've set up an audit area for this ILM with live policy and linked to ILM Store. Recording program in SARA transaction screen varies depending on the archiving object.
Example:
FI_ACCOUNT, have "ILM Action section”
HRPA_ADRS do not have this option and I do not know what it depends on?
