Only Display Role for (User-System-Content) Administrator Roles

Hi Gurus

I have requiremet in the EP7.0 . As some of my developers need to Read-Only(Display) the roles, but they cannot edit or cannot change the fields or anything but they can see all ....

in portal is it possible?
