Check if j2ee engine is running in t-code SMICM.
From menu
goto->HTTP Server->Display data
You will find J2EE Server operational = TRUE

First make sure the dava is down
From menu
goto->trce file->display all
you can see if the java status set to 0 or 1 if 0 the your java is down restart it.
You can restart like below
SMICM->Administration->j2ee instance->hard shitdown-witouot restart
Then smicm->administration->j2ee instance-restart->yes

can you check in the MMC whether the server is running or not , also check the log file available at /usr/sap/<SID>/DEVMSG00/work ? they will give you more pointer.
