missing something in QM configuration

Hello Guys when i tried to do goods reciept for the purchase order i got an eeror and it says there is no default settings for site 9999 exist.message no is QE165.I think it is regarding results recording error in QM please help me to overcome this error

The message is because of missing customizing - Kindly complete it in the IMG Quality Management ---> Basic Settings ---> Maintain Plant level settings
