I am using the version of Crystal Reports that is bundled with Visual Studio .NET 2005. When I go into the section expert and click on a group header section, the common tab does not contain the X-2 formula icons that allow you to create formulas for given options (e.g., suppress, hide, etc.). Someone else in my office who is running the same version of VS 2005 as me is able to see those buttons and get in to set up formulas.
I have tried uninstalling and reinstalling VS 2005 and I get the same results. Any suggestions would be appreciated.

I've never heard of the X2 button disappearing like that.
The first thing you should do is apply SP1 for Crystal Reports for Visual Studio .NET 2005. You can find it here https://smpdl.sap-ag.de/~sapidp/012002523100006007872008E/crvs05sp1.exe.
If that doesn't work you can try removing and re-installing the Crystal Reports component from Visual Studio through Add/Remove Programs. You'll want to modify your Visual Studio .NET 2005 install and unselect Crystal Reports as an installed component. Then add it back again.

I have the same problem with my Crystal Report for Visual Studio 13 sp26. I am using Windows 10, Visual Studio 2019 with newest updates.
The problem is this window cannot be resized. Those formula buttons are there and just because the window is too narrow, the button is beyond the border of the form and cannot be seen.
I found a work around. Make the window's font size larger so that those buttons show a slim edge. And you can click the button's slim edge.
