The requirement is delete all the work orders that are open whether or not they are business complete

If you mean archive them off the system, then the orders will need to be business closed first (CLSD).
Then you can run the archiving programs to remove them from the system (TCode SARA)
The Plant for the work orders is closed. But we have open workorders so the client wants to Business Complete the workorders even if the work order is in error/ needs settlement and finally delete the workorders.
