customer master data - region

Hi,

what is the logic behind displaying/not displaying field 'region' in customer master data ( XD02/XD03 ), please ?

Is it country or account group dependent ? ( i know where to set the regions for a country, and customizing for field 'region' is on 'optional entry' )
