PY-INT Wage type group not available for Cntry grp 24

I have some query in International Payroll.For Country SAUDI ARABIA there is no wage type Group assignment So, I am not able copy wage types through PU30. I have tried PU98 and PU96 but not able assign a wage type group to country grouping Saudi.

Could you pls guide,me how to assign a wage type group for a country to create a wage type catalog.
