I want to know could we transfer smartform from test server to development server.

Save the smartform in transport request
release the request from test server
import it from dev server.
Instead of using transport, you can choose Utilites -> Download Form and save the form as an xml file on your desktop. And then login the development server, create a form with the same name and then upload the xml file.

A smartform is transported just as any other object. The definition is transported, and when called, the function module is regenerated.
