Is it possible or supported to install and run USER INTERFACE TECHNOLOGY 7.52 on Netweaver 7.4?

that should be possible. User Interface Technology 7.52 is part of SAP Fiori Front-end Server 4.0.

SAP Fiori front-end server 4.0 (Add-on) can be installed in 4 variants (instances):
   a) based on SAP NetWeaver AS ABAP 7.4 (not released for SAP S/4HANA)
