can we able to create credit request with reference to Debit memo

HI Experts ,

In my business scenerio , business created debit memo(A) on 2016 and now they created credit memo against the debit request(A) .

Issue is the credit memo is throwing error " Accounting determination for Tax Exchange rate differences with keys not defined in ch/acts OCOA . please provide your suggestions.

While the process itself is totally wrong, what I don't understand here is why someone has configured such wrong copy control without which, system would not have allowed to follow a wrong process ?
