Most probably the connection to the SAP Support Portal is not established - there is no saprouter in the landscape or it is not configured properly.

As a workaround you can import the SAP Note manually. Check out this link (the screens are a bit outdated, but it covers all steps):

    Hello,

It is a late reply but maybe it helps out others who are facing the same issue.

The answer of your questions is about the zone of your SAP Router - if you saprouter cannot access to your SAP instance on AWS then you are probably having the issue.

To overcome, either you can check the connection between your router and SAP instance on AWS. or you can simply install a saprouter at AWS side. Then the life will be much easier for you.
