User Administration - Restricting Access to Users with the User Admin Role

I have a question regarding User Administration. Here's my situation:

I have 5 different types of user roles. Let's call them A, B, C, D and E.

Now I want to assign a User administration role to a particular user so that he can only perform SPECIFIC functions (like password resets and unlocking) for only SPECIFIC user roles (for example, A and B).

How would I do this using the Enterprise Portal?
