Simple design problem filtering out a "parent" value based on condition...

Hello, I'm somewhat new to Crystal report design and need help with what I imagine to be a simple issue. I am using CR XI.

I have two sql tables (Open_Issue_Info and Open_Issue_Resolution) relating to follow-up data being tracked against orders. Tables are linked on the unique issue# field.

As you would imagine an order could have any number of follow-up, or "open issues". I have access to the order number in the open issue info table. I just need a report that will return only orders for which there was/were open issues, but for whom each date_resolved field has a value...or in other words, only orders with all their open issues resolved. The report I'm writing now, based on the issue, is only returning the individual issues and so is returning the order number if for example it has just one unresolved issue.

Please let me know what I am missing in crystal design that seems like it should be obvious.
