Hi,
No its never
Picking = Packing Quantity.
I will give you an example -
Say you have
Material - 100046
Plant - US05
Available Stock - 16 (unit EA)
Now if you are creating a delivery, and providing 5 as the quantity and saving the delivery.
Your Packing Quantity is - 5.00
Your Picking Quantity is now - 9.00 (16.00 - 5.00).
This 9.00 quantity can be used for creating furthur deliveries. Avaliable quantity is Picking Quantity.
Used quantity is Packing Quantity.
Hope it is clear to you.
Thanks,

Hi,
Packing quantity means the quantity which you are allocating for delivery. This wil be delivered to customer.
Picking quantity means the quantity which can be used for allocated while creating a new delivery. This quantity is picked from the available stock. (MMBE transaction shows you available quantity).

Hi,
I will explain you the process again.
Supposing you want to create a delivery and your material(in a plant) has quantity 16 as an available stock.
At that time Picking Quantity is 16.00 for that material. You can choose from those 16 quantity.
Say you finalize upon 5 quantity. Then save the delivery. Then in that case your packing quantity becomes 5 related to the delivery.
Now next time when you want to create a delivery and your material(in aplant) has quantity 11 as an available stock.
At this time your picking quantity is 11.00 for that material. You can choose from these 11 quantity.
You get delivery quantity from the lot of picking quantity and delivery when saved, the quantity within it is called as packing quantity.
I hope this is clear to you.
Let me know your scenario if you want more help.
Thanks,
