BISupportTool64 Wont start on Windows Server

The BI Support Tool (V 2.1.1) will not start on the servers where it's needed. I can run it on my local machine, but the ports are not open to the target systems where I need to pull the data, so I've run it directly from the server in the past.

The server is Windows 2008 R2 SP1 Enterprise.
I've installed the Java JRE (build 1.8.0_161-b12)
No error is reported when it doesn't start, and I haven't been able to find any logs that get updated.
BISupportTool.exe shows up very briefly in the Task Manager, but no errors are shown in the Windows Application log.
