language and download issues

Online menus often show what looks like Chinese characters to me. My only fluent language is English and I'd prefer everything to be in that language. Second, I was wondering if I could re-download old software. Someone got rid of our previous installation media and I couldn't find it in the download list (BusinessObjects Enterprise XI 3.1).
