When QC is enclosed along with GR and you have selected "YES", then system should update a electronic certificate record against the PurOrd + Line Item + Batch combination with value as "3" in QCPR table. It means, the received external QC details are yet to be validated by internal QC so the status couldn't be set as "5", meaning it's validated. In case if you do not select "Yes", then by default it will be picked as "NO", and the value inserted in QCPR table as "2". So to my understanding, having a Quality Certificate attached along with GR form Purchase Order, is not sufficient to achieve CROK status. But it still depends what is your business setup there.
To my understanding there are couple of points you can double-check -
a) In QC51/QC52, please update the QC record available in QCPR table form "3" to "5", and then use User Exit to access QA02 and update QC internal system status CROK. For that, you can try using the User Exit - 'QCPR1001 QM GR certificates: Before sending the certificate request'.
b) Check form GR screen during Saving, if this above exit could be called to do your expected behavior. Also please check the user exit
QCPA0002 Certs: Criteria restriction insp.lot/ptl lot selection.
