I am still in a development environment, when I request a new license from the Portal, will this affect anything in my production environment ?

Do you have two licensing server for two environment?

If I am understanding correctly, there is one License server in Production ( Our Live SAP 2005A B1 Server) and the one in development used for testing our SAP 2007 upgrade before it is rolled out to production.
If that is the case, go ahead. Just make sure it is two.
