Problem: WBS Element for Settlement in CJ88

When i am executing the WBS Element for Settlement in CJ88, I am getting the following message: (KD213)

Either the sender is already settled, or there is nothing to settle

However , at trx CJI3 (Actual Cost Line Items for Projects), the balance on the sender its not zero in the Value TranCurr. (Its only zero at CO Curr).

Can any one help me on this issue.please.
