What's Connection Server's role when processing Webi Query

BOE Version: 11.5.7.608. When querying in Webi report panel, met error: "An internal error occurred while calling the 'processDPCommands' API. (Error: WIS 30270)

I added -trace in WI Report Server command line and found the following info in WIReportServer_20080811_03.log:

I remember I can stop the Connection Server if I only using Webi report, why still found the Connection Server info in Webi trace?
