Uploading Resume in PDF Format in E-Recruitment

hi all,

i have a requirement where in i have to upload a PDF Document into Attachments in E-Recruitment Candidate Profile.

the Data comes to me in the Form of Binary.. i need to convert this to PDF and upload it against the Candidate Profile..

i want to know how do we convert a Simple Binary format to PDF format?

what is OTF Format? is it same as Binary Format?
