Error 1904 crtslv.dll failed to register CrRuntime 13.0.22 on Windows 7

I tried to install the CrRuntime 13.0.22 on Windows 7 x64 but an error occurs:

Error 1904 Module C:\program files (x86)\SAP BusinessObjects\Crystal Reports for .NET Framework 4.0\Common\SAP BusinessObjects Enterprise XI 4.0\win32_x86\crtslv.dll failed to register. HRESULT -2147024770.

I tried with several suggestions like installing C++ Redistributable package, but doesn´t works.

Do you have administrator rights on the machine where you're installing this? Which runtime install package are you using?
