The system does not support other uses of category 90 cost elements. You cannot plan using these cost elements. You may be successful in changing the message, however, when the functionality itself is missing, it may not serve any purpose.
You may play around t-codes like OBA5 to change message control, but am not sure.
I was checking issues on cost element category 90 and came across your problem.
It is possible to plan a category 90 cost element. We can plan the cost element against "Capital Investment Order". Create an internal order with order type 0650 and release the order. Now in transaction code KPF6 it is possible to plan against the internal order.
Similarly, you can plan the cost element against Capital Investment WBS element. Follow the same path for planning.
Adding to Amits message, you can plan CE category 90 on any internal order(not necessarily on Capital investment orders) i, estatistical order, real order and AUC order.
But samething cant be planned on Other cost object.
