Non Energy Customers to Collection Agency

Hello, we want to send our non energy customers to the collection agency. The way we plan to do it is to set up another level, and create a custom report that would run weekly to capture all customers assigned to that level and create a file to send them to collection agency. If there is a better way to do it, please if someone could shed some light.

Now, we have 3 agencies. For the energy customers, we do a recall and resubmit to rotate debt among the three agencies. Is there something similar that we could do for the non energy customers and still keep track of where the receivable is. My idea is towards a custom table and program that would update the table each time the receivable changes agency. Any idea towards this is much appreciated.
