There is a program RPUPRC00 to set the payroll status to "Released for Payrollu201D, before the payroll is run. Is there an equivalent, standard program, for changing the payroll status to u201CReleased for correctionu201D ?

No standard program.
Just copy RPUPRC00 to ZRPUPRC00 and its include RPUPRCIL to ZRPUPRCIL.
In RPUPRCIL change state_rel_for_payroll value to STK0.
It will work for Rel for Correction!
