EP required for IP?

Hello - do we need in implement EP (at least the BI Portal 7.0 part) in order to run IP? I didn't think so because you can run IP using BEx Analyzer in Excel, but someone told me that even if you plan in Excel using IP you still need EP installed. Is that true?
