What are the control mechanisms that prevent a user from editing tables in SE16?

We are trying to understand why a user cannot change the table contents by using SE16.

The table is T000 and it has "Display / Maintenance allowed" in SE11 transaction.

User has access to Se16 tcode with the following authorization

S_TABU_DIS

Activity : 02

Dicbercls: SS

According to the following guide the user should be able to edit the table directly from SE16, but they can't.

Is there another control mechanism that prevents users to change the tables in the production environment?

What table is it and what type is it in SE11 settings? Is the table a customising table?

Hi Velen,

why do you want to change table T000 in SE16? Why don't you use SCC4 which is a parameter transaction for SM30 to edit T000?

I do not recommend to change tables through SE16. If you wish, then the only way is through debugging. SM30 (or a parameter transaction of it) is the correct way to do it. Also, with parameter transaction you can specifically authorize a user and also control SU24 proposal values.
