problem with an user in BPS

Hi,

We are working on BI 7.0, and we are using BPS.

One user is loading the plan of 2009 in a layout. He has put in 309 records, that records are a combination of WBS, cost element and currency. The planning layout is restricted with a hierarchy of WBS.

We insert in the hierarchy one more WBS, we activate. Then the user went to the layout and he tried to put in other plan, but when he put in this WBS recent inserted in the hierarchy, the layout show an error:

Value "WBS....." For characteristic "WBS_element" not permitted in the planning package.

We verified that it was in the hierarchy, and active.

We use other user with the same roles, and with this user we can put in the WBS.

We don´t understand what is happening? somebody can help me?
