Transfer Structure

Hello

I am doing a transport from dev to production in BI and then a transport to dev again which is another client. Now the transport went fine till production but when I am transporting it to dev(another client) from production it is giving me the error saying that transfer structure is not active in source system. Please can someone tell me what can i do
