Requirement of customer fields depends on the business scneario being implemented.I have never used custom fields in shopping cart but for scenarios like Bidding you may need to have custom fields to have n step bidding instead of the standard price based bidding available.
In case of classic self service procurement scenarios,some custom fields may be required at SC level which might then be passed to the backend PO as well.
The fields like Company code,purchasing org are kept editable if you need to do cross company purchases.Also these fields can made non editable using the badi "BBP_UI_CONTROL_BADI" or through screen variants.
The permissible set of values for company code can be defined in the attribute BUK under the tab ATTRIBUTES in the org strcuture transaction PPOMA_BBP.These values will then appear in the dropdown for the field COMPANY CODE under the basic data tab in the shopping cart screen.
