Self service procurement in S4

I am implementing S/4 HANA 1610 and we are enabling Self-service requisition Fiori app, I have following questions:

1. Is organization structure required to make this Fiori app work ?

2. Can we default/change requisitioner id on the PR created from SSR fiori app?
