Is there a way to set a default printer by user or by transaction?
Please advise.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
By user, yes. Run USR02, under tab "Defaults", select the print device in the "Outputdevice" drop down.
For transaction ... well, semi-yes. Just make the variant to print to certain printers.
