Hi,

Infotype Menu : a sequence order of infotypes which is used to maintain Masterdata useing T.Code: PA30

Action Menu : a sequence arrangement of infotype which is used to execute the personnel actions useing T.Code: PA40

both are configured in Spro under customizing procedures.
