FORMS creating logo

I remember reading some technical note that suggested using transparent setting when designing a logo that is on white background when printed. I think it suggested using MS Photo Editor to create the logo.

However, I can not find that technical blurb anywhere for detailed instructions. Anybody know where that technical note/instruction can be found?
