We are planning to implement IdM and we would like to use foxysoft/idm-connector-bobj to connect to our BI landscape, do we need buy any license from foxysoft to use this connector or is this free to download.

The github of foxysoft for the bobj has LICENSE.txt file that states which licensing applies. Check that.

As Steffi says, this is not something we can really comment on regarding the SAP IDM forum. I'd suggest directing this question to the relevant vendor.
