Doubts with GOA

Hi experts

I have 2 doubts.

1 - I would like to know if I create a GOA and send it to backend in classic scenario, when I create a shopping cart in SRM the system will select this mentioned contract as reference, or this contract only can be used in backend?

2 - In classic scenario local contracts are possible?
