PO release strategy - release code

Can anyone explain how a user gets linked to PO release strategy, for example, we are defining a strategy that has release code vice president and ceo. How does SAP know which user user can release for these codes? Is there a transaction for this and also preferably a table that stores this information? thanks in advance.
