Not retrieving all records

I have a report in Crystal 2008, the database is SQL. The report works but in some cases will not retrieve all records currently in the database. I'm thinking that is has something to do with the indexing.

The predetermined filters and record selects are accurate but there are records that should be on the report but are not.

Can anyone point me in the right direction.
