Can xcelsius 4.5 workgroup connect to Oracle or other database, if this can be done what would be the steps.

There is a good example in the Xcelsius 4.5 help.
In Xcelsius 4.5 Designer, use Help, Contents to bring display the help window.
In the Contents Tab expand Using Advanced Features, Using the XML Data Button component.
Read the section Sample visualization: XML Data button component which includes sample ASP code.

You can use Flynet Webservice generator to create webservices using any source.
If you are using XC 2008, Flynet comes included in the package. Following links might help you to get a feel of webservices in Xc.

xcelsius can not connect to Oracle directly you have to use some middle layer to get the live data from Oracle to Xcelsius, like XML data button, Web Services,,,, etc
you can create a jsp file which is using a JDBC to get the live data from Oracle , and make this jsp file come like an XML map, and use this XML with XML Data button in you Xcelsius Dashboard.
i've used this way many times to create live dashboards and its doing very good with me.
