In order to sort with the result of sum(x)-sum(y)/sum(y) use the group sort order based on sum(x). Since we cannot sort on the result of the formula that contains summaries.

I don't think that sort will always work? Is this a product bug?
It is by design and is a result of the multi pass processing of CR.
I would suggest trying to do the grouping and aggregation on the database and then sort on the resulting summary field.
