Settlement of amount from Lower level WBS to Top level WBS

Hi Friends,

I have certain amount on my 2nd level WBSE. I am getting an error when I am trying to settle this amount to the Top level WBSE which says "Budget was exceeded by 2,000.00 INR in document item 001 WBS element TEST321" where TEST321 is my top level WBSE and 2000 is the amount.

I think I have set the settlement rule on the 2nd level WBSE correctly.

Please help.
