As per me the for decission for Material number depends the material will processed whr and how
1> If u r client is gonna sell this material then as per it will be better to go external number range and go for logic for this material codes so that u can keep a track directly from the material code as from here v can use 18 characters and get most out of it
2> If client is gonna procure some material and use it for internal consumption like raw material , capital goods or assets then i will suggest to go for internal range as the is no tracking required form Material number.
