How to setup a SRM sandbox system

Hi,

Has anyone installed a sandbox system for SRM?

I am working for a SAP partner. Do we need to pay any licence fee. How can I get the installables.

How much efforts will it take to get the basics up and runnning?

What kind of resources are required to this, Basis? DBA? or as a SRM consultant will I be able to do the installation?

Does it require high end systems?

Any inputs on these will be greatly appreciated.
